Constantinides hosts first budgeting hearing

For the first time Councilman Costa Constantinides (D-Astoria) is among 24 Council members who are now allowing residents to vote directly on how to use $1 million of their discretionary spending allotment. A large contingent of the crowd came from the Long Island City YMCA to support a proposal for a new playground at IS 126, which now has a concrete slab ridden with holes and cracks.
